The submittal package included a site plan, <br />grading plan, and utility plan completed by Stevens Engineers and dated 9/1/04. Based upon <br />our review we would offer the following comments. <br />Grading Plan <br />1. Based on the current issue of the Minnesota Department of Transportation Seeding <br />Manual for the Metro Area the restoration items should be revised as follows. The seed <br />mixture for restoration of all areas except the pond should be Type 270 and applied at a <br />rate of 120 pounds per acre. The pond area should be restored with seed Type 310 to <br />the normal water level, applied at a rate of 82 pounds per acre, and Type 350 above the <br />normal water level, applied at a rate of 84.5 pounds per acre. The fertilizer for the pond <br />seed should be Type 18 -1 -8, applied at a rate of 120 pounds per acre. The seeding <br />recommendations for the pond areas should be reviewed and approved by the <br />Watershed. <br />2. It appears that some of the retaining wall heights are over four -feet. Walls over four feet <br />will need to be designed by a license engineer and submitted for review. <br />3. No permanent storage area for ponds should be within the street right -of -way. All area <br />from the high water level to the bottom of the pond should be outside of the street right - <br />of -way, but still contained within the drainage and utility easements. <br />4. The normal water level, high water level, and emergency overflow swales should be <br />labeled at all ponding locations. <br />5. There should be a minimum of one foot from the high water level in the ponds to the <br />emergency overflow swale. <br />6. The maximum slope off of the roadway should be 4:1. Contours should be revised to <br />reflect this requirement off of County Road 82. <br />7. The Developer will be required to raise the manhole rim located south of County Road <br />B2 and east of the proposed street to match the proposed grades <br />Ltr- 091604- council <br />
