MINUTES <br />CITY COUNCIL <br />JANUARY 1G, 2008 <br />Walstead indicated that the City Engineer was going to put together a <br />graphic representation of the street improvement. The City Engineer <br />indicated that he did do a rough layout which was presented to the three <br />properties fronting on Condit Street. The Engineer indicated that he <br />would provide Walstead with a copy of that diagram. <br />John Grant, Condit Street, indicated that the property owners are aware <br />that Condit Street will have to be redone eventually. They would prefer, <br />however, that the improvement be put off as long as possible. Grant stated <br />that he would also like to see the utilities along Condit Street buried. <br />Grant also asked that the road width be reduced from 28 feet to 24 feet, <br />pointing out that there is very little traffic on Condit Sheet. <br />Gordie Howe asked when the assessment hearing would be held. The City <br />Administrator noted that if the improvement is ordered, the assessment <br />hearing would be held in October. <br />Allan noted the impact to the Zoch properCy and pointed out that if this <br />property were zoned Single-Family Residential, the assessment would be <br />about $10,0001ess. <br />Elaine Zoch stated that there main concern is with tree impact as well as <br />the retaining wall. Zoch felt the cost of the improvement was too high for <br />a road with little usage. She noted that the pavement condition in front of <br />their property was not too bad, and that the worst conditions are at the <br />north and south ends of the street. <br />Blesener noted that the north end of Condit Street is severely deteriorated. <br />He also acknowledged the impacts of the improvement to the Zoch <br />property, specifcally the mature evergreen trees on this property. <br />There was no one else present wishing to comment on this improvement. <br />Upon motion by Allan, seconded by Keis, the public hearing was closed. <br />Keis pointed out that eventually the road improvement will have to <br />proceed, although the improvement may not be exactly the plan that was <br />presented this evening. It is the City's responsibility to keep up its <br />infrastructure which keeps property values up. Blesener was not sure that <br />a future street improvement would be designed any differently than what <br />was proposed this evening. <br />Mr. Montour inhoduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2008-I-17 -REJECTING THE PROPOSED <br />IMPROVEMENT NO. 2008-02 FOR CONDIT STREET BY <br />9 <br />
