Anish <br />indicated that there have been no issues relative to the current road width. <br />The City Administrator indicated that the City has street standards in <br />place. New developments are required to meet these standards. The <br />Administrator acknowledged that in a few situations the City has made <br />exceptions to the standards, and agreed that a 28-foot road width probably <br />does not make sense for Condit Street south of Nadeau Road. He pointed <br />out, however, that road reconstruction is an investment in the City's <br />infrastructure going forward. The Administrator pointed out that north <br />Condit is in extremely bad shape. An overlay or patch of the street would <br />not be adequate to address its deteriorated condition. The Administrator <br />also pointed out that the City has, in the past, avoided the reconstruction of <br />Condit Street because of the impact to the Zoch property. <br />Anish asked if hydrants are used as benchmarks for pavement location. <br />The City Administrator stated that the hydrants were installed in the <br />1970's or 1980's and the City Engineer at the time would have to be asked <br />about their location along Condit Street. The Administrator noted that <br />when sewer and water was initially installed in the City, the lines were put <br />in and the streets were patched over. <br />The City Administrator indicated that as a staff person, he could not <br />recommend major deviations from the City's street standards. He again <br />noted that road reconstruction is an infrastructure investment and the City <br />has to protect that investment. <br />Ted Zinner, owner of Quebec Apartments, noted that his property is <br />included in the assessment roll for Condit Street. Zinner pointed out that <br />Quebec fronts on Country Drive and expressed concern about paying for a <br />road improvement for a street that the complex does not front on. Zinner <br />also suggested that the City look at the amount of traffic on Condit Street <br />as part of the evaluation of the type of improvement that is necessary. <br />Blesener pointed out that if the improvement is ordered, details of the <br />assessment would be addressed later at an assessment hearing. The City <br />Administrator noted that the properties on the east side of Condit Sheet <br />have either no access to the street or just limited access. Therefore, it may <br />be appropriate to reduce the assessment fi•om the commercial rate to the <br />residential rate. <br />Zoch asked if the assessment is lowered for other properties will that result <br />in their assessment being raised. The City Administrator replied that it <br />would not. <br />
