MINUTES <br />PLANNING COMMISSION <br />JULY 11, 2002 <br />CONCEPT FOR <br />REZONING & <br />SUBDIVISION <br />3203 COUNTRY <br />as possible toward seniors. Sherman reported that senior town homes <br />mean one level. <br />The City Planner indicated that their concern was the similarity of the <br />units and having all front - forward garages. Vellett explained that 30% to <br />50% of the garages are side facing noting the mix of front and side - facing <br />garages to mix up the appearance of the town homes. Sherman noted that <br />the town home units along Little Canada Road are two - story. However, <br />the remainder of the town homes are one story, but 50% have full walkout <br />basements showing two stories on one side. Sherman also pointed out that <br />the one -story town homes are more expensive to build; therefore, the issue <br />is not one of economics. Sherman also noted that there is a strong market <br />for senior town hones. <br />The City Planner also noted a concern that there is only one access in and <br />out of the town home development and suggested that a secondary access <br />to Rice Street would be beneficial. <br />Sherman acknowledged this and noted that the issue goes to the <br />development potential of parcels beyond this site. Barraclough agreed that <br />as the area redevelops in the future, a connection to Rice Street could be <br />provided for. <br />Sherman indicated that he is seeking Concept Stage PUD approval for the <br />town homes at this time. He will continue to wort: with City staff on <br />issues related to the town home development. <br />Keis recommended approval of the Planned lJnit Development to develop <br />a mixed residential and commercial development project consisting of 79 <br />senior housing units and 14,000 square feet of retail space, the Preliminary <br />Plat, Architectural Review, and Concept Stage PUD for 51 town home <br />units for Village Square at Little Canada subject to compliance with the <br />recommendations of the City Engineer as outlined in his report dated July <br />3, 2002, and subject to working with the City Planner to try to identify a <br />secondary access point to Rice Street. <br />Motion seconded by Knudsen_ <br />Nlotion carried 6 — 0. <br />Gary Germanson, representing Carl Johnson, appeared before the <br />Commission to present their request for a concept review for a property <br />division and rezoning to Planned Unit Development for the property <br />located at 3203 Country Drive.
