515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ci.little-eanada.mn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Greg Schroeder, Public Works Director
DATE: August 8, 2002
RE: Payne Avenue Parking Survey
MAYOR
Michael I. Fahey
COUNCIL
Beverly Sealze
Jim LaValle
Matt Anderson
Rick Montour
ADMINISTRATOR
Joel R. Hanson
The attached survey was sent to property owners on Payne Avenue in an attempt to determine if
they support or do not support parking restrictions on Payne Avenue. A total of 60 surveys were
sent out and 32 were returned by the August 7°i deadline. The results of the survey are
summarized on the attached map and below:
Total Properties Surveyed
Support Parking Restrictions (No Parking on)
Both Sides of Street 18
East Side Only 5
West Side Only 1
Do not support Parking Restrictions
60
24
8
The pavement on Payne Avenue is only 24 feet wide (gutter line to gutter line) in the area just
north of LaBore Road as compared to 30 feet wide further north. The following vehicle widths
are provided for your reference:
Plow Truck 11 feet (width from wing to side mirror)
Fire Truck 10 feet (width at side mirrors)
Full Size Pickup Truck 8.5 feet (width at side mirrors)
Compact Car 6.5 feet (width at side mirrors)
Given these dimensions, if a vehicle is parked in this section of street, traffic must pass through a
restricted width of only 13 to 17.5 feet. That only allows about 6.5 to 8.75 feet per vehicle,
which is impossible for maintenance and safety vehicles.
Based on the results of the neighborhood survey and vehicle widths indicated, it is staff's
recommendation that No Parking should be posted on both sides Payne Avenue, starting at
LaBore Road and extending north approximately 250 feet.
H: \GregS \Streets \Payne Ave Parking survey results.doc
