MINUTES <br />CITY COUNCIL <br />AUGUST 14, 2002 <br />Dorn asked what would happen when two semi - trucks arrive at the same <br />time at Poolside for a delivery. Stroman reported that Poolside gets one <br />semi delivery per day, sometimes two. When one tuck is unloading, the <br />other pulls in from County Road C and waits until the first truck is <br />unloaded and exits the property via Jackson street. The second truck then <br />pulls up to the dock and is unloaded. <br />Chris Cartony, Jackson Street resident, indicated that truck drivers that are <br />waiting to get into the Poolside property via Jackson street, park on the <br />street and leave their trucks idling right outside his bedroom window. <br />Cartony indicated that he has a concern with the amount of traffic on <br />Jackson Street, which includes traffic during the summers from 9 a.m. to <br />10 p.m. on Saturday's and Sunday's. <br />Fahey indicated that it is difficult for the Council to restrict commercial <br />traffic in a commercial area. Fahey pointed out that the resident's <br />property is also zoned commercial. Fahey stated that he is sensitive to the <br />concerns of the residents, but feels it is a balancing issue. <br />Cartony asked about improvement of the road and who would pay the cost <br />if an improvement occurred <br />The City Administrator replied that the City's assessment policy would be <br />followed. The Administrator indicated that the first step would be to hold <br />a neighborhood meeting to discuss an improvement project and determine <br />the desires of the neighborhood. These would be weighed against the <br />need for the improvement. The Administrator noted that commercial <br />property pays a (nigher assessment than residential property. However, if <br />Jackson Street were improvement, there would be an assessment to the <br />residents in the area.. in addition to other benefiting properties such as <br />Poolside. <br />Cartony asked if the Poolside plan was contingent upon a road <br />improvement going forward. The City Administrator replied that the need <br />for the road improvement is not immediate. He noted, however, that 20 <br />feet of additional road right -of -way will be needed for Jackson Street, and <br />that additional right -of -way will likely come from the Poolside property. <br />Fahey asked if the sharper radius on the Poolside property addressed the <br />concerns of the neighborhood. He noted that keeping semi -truck traffic <br />from going south on Jackson Street after the Poolside access point, it may <br />not be necessary to improve a full standard City street south of that access. <br />Fahey suggested that perhaps the City should look at the zoning of the <br />residential homes along Jackson Street He suggested that a Residential- <br />
