Compatibility. - The City has reviewed similar requests with a requirement that over- <br />sized garages be built only on parcels where the size of the lot and the surrounding <br />neighborhood result in no concerns over compatibility or crowding. The last two <br />conditional use permits (for oversized garages) that were approved by the City were <br />upon lots measuring .63 acres in size. <br />The subject site measures .57 acres (24,752 square) feet in size. While this is <br />significantly greater than the minimum 10,000 square foot area requirement imposed in <br />the R -1 district, concern exists regarding the appropriateness of such structure within a <br />single family neighborhood in which similarly sized accessory buildings do not exist. <br />It is also important to note that the proposed 1,008 square foot building essentially <br />represents a four car garage. This, in conjunction with the existing two car attached <br />garage, is considered out of scale with the subject property and would result in an <br />accessory storage allowance not in scale with other similar sized lots in the <br />neighborhood. <br />In response to the applicant's contention that the proposed accessory building is <br />aesthetically consistent with the neighborhood, a historical survey of oversized garages <br />has been conducted (see Exhibit D). <br />According to the survey: <br />• No conditional use permits for oversized garages have been approved for <br />properties on Greenbriar Street. <br />• Four conditional use permits for oversized garages have been approved for <br />properties on Edgerton Street. <br />• Since 1999, five conditional use permits for oversized garages have been <br />approved for other properties scattered throughout the City. <br />While the City has approved conditional use permits for oversized garages in the past, <br />the nearest property receiving such approval lies approximately 2,000 feet away. Thus, <br />it cannot be said that the subject property exists within a neighborhood characterized by <br />oversized accessory buildings. <br />Building Use. According to the applicants, the accessory building would be used to <br />restore cars and collector boats. <br />The Ordinance stipulates that accessory buildings within residential zoning districts are <br />required to be used only for residential storage and parking uses and no business <br />activity is permitted. <br />Building Materials. The proposed accessory building is to be finished in 8 " hardboard <br />siding. According to the ordinance, detached accessory buildings must exhibit exterior <br />finish materials similar to those of the principal building. <br />3 <br />
