Garlock <br />(651) 983-4859 <br />2342 McMenemy Street <br />Little Canada, MN 55117 <br />April 29, 2002 <br />Liz Babcock <br />Williams Pipeline <br />2728 Patton Road <br />St. Paul, MN 55113 <br />Dear Ms. Babcock: <br />I'm writing to express my concern for the public health, safety and welfare as may be impacted <br />by proposed development of a parcel of land adjacent to Williams Pipeline's right -of -way and <br />petroleurn pipelines, located in the Mid -Oaks vicinity of Little Canada, MN. <br />The area being considered for development is a parcel of approximately 30 acres, known locally <br />as the Palmen/Turnquist tract, located in an elongated strip running East to West, North of MN <br />Highway 36 and between Edgerton and McMenemy Streets, in Little Canada, .MN. This strip of <br />land lies in parallel to Williams' pipelines and is flanked on the North by protected wetlands. <br />It is my understanding that Williams Pipeline has 3 conduits in the ground here, deployed in <br />1956 -57 and used to carry petroleum products. I believe that Williams Pipeline should be <br />concerned about: <br />1) Paralleling their right -of -way with new roads, sewer lines, water mains, etc. that will <br />cause induced stresses to the pipeline conduits. <br />2) Compacting of new roads that parallel these pipelines. <br />I have also been told that this right -of -way has a 47 -foot easement. Per Minnesota State Law, <br />Williams Pipeline does not have to grant variance to build inside their easement. I respectfully <br />request that Williams Pipeline sustain their easement in consideration for the public health, <br />safety and welfare. Furthermore, I encourage Williams Pipeline to consider petitioning the <br />necessary authorities for an increased easement in this vicinity, out of concern for the area <br />residents, the protected wetlands and the dependant chain of lakes. <br />Thank you in advance for your thoughtful consideration of this important issue and for your <br />efforts to positively impact decisions that will serve and protect the community. <br />Sincerely, <br />David C.
