MINUTES <br />CITY COUNCIL <br />MAY 9, 2012 <br />LICENSES <br />I3IRCHWOOI) <br />CONTRACT <br />FOR UTILITY <br />BILLING <br />SERVICES <br />dance. The Administrator reported that the Mayor, Council Member Keis, <br />and he met with representatives of LCRA to discuss additional <br />modification to LCRA's rules to ensure that liquor sales are occurring in <br />the most responsible manner possible. The full membership of LCRA was <br />going to discuss this issue and present the City with rules for their 2012 <br />Canadian Day tournament. The Administrator indicated that LCRA has <br />not yet submitted their rules, therefore, he suggests action on the <br />temporary liquor licenses be tabled until the next Council meeting. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -5 -81— TABLING ACTION ON THE LCRA <br />TEMPORARY LIQUOR LICENSE APPLICATIONS UNTIL THE <br />MAY 23, 2012 REGULAR COUNCIL MEETING <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />The City Administrator noted that in late 2010 the City entered into an <br />agreement with the City of Birchwood to do their utility billing. Late <br />last year City staff expressed concern that Little Canada was spending <br />more time on this task relative to the amount of money that was being <br />paid by Birchwood. A thorough analysis was done and it was found that <br />Little Canada was undercharging for the service. The Administrator <br />reported that he then submitted a revised proposal to the Birchwood <br />Clerk /Coordinator. One meeting was held with the Clerk to review the <br />proposal and explain that while Little Canada is interested in continuing to <br />provide the service, it cannot do so at a subsidy. This matter was then <br />presented to the Birchwood City Council in March, and a committee of the <br />Clerk /Coordinator and two council members was formed to review the <br />issue with Little Canada. To date, there have been no meetings of that <br />committee to which Little Canada was invited. <br />The Administrator indicated that he informed Birchwood that he <br />understood they would likely want to check prices; and he indicated that, <br />to his knowledge, Birchwood is doing so. 'fhe Administrator reported that <br />he recently contacted Birchwood inquiring about where they were in the <br />process, and he received the response from the Clerk /Coordinator that was <br />included in the Council packet. <br />The Administrator reported that, at this time, it is his recommendation that <br />the City give Birchwood the required six -month notice to terminate the <br />utility billing service indicating that if the cost issue cannot be worked out, <br />Little Canada will terminate service at the end of the six months. <br />3 <br />
