MINUTES <br />CITY COUNCIL <br />MAY 9,2012 <br />MARKET THE <br />RICE STREET/ <br />VIKING DRIVE <br />SITE <br />Blesener stated that it is his understanding that the City of Birchwood <br />discussed this matter at their meeting last evening. The Administrator <br />reported that he has not heard anything from Birchwood relative to that <br />discussion. <br />Blesener noted that Little Canada's staffing levels are minimal, and he did <br />not feel that Little Canada has the staff time to continue providing <br />Birchwood with utility billing services, and certainly not at a subsidized <br />rate. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -5 -82 — INSTRUCING CITY STAFF TO <br />PROVIDE THE CITY OF BIRCHWOOD WITH NOTICE THAT <br />LITTLE CANADA WILL TERMINIATE ITS AGREEMENT FOR <br />UTILITY BILLING SERVICES AT THE END OF THE REQUIRED <br />SIX -MONTH NOTICE PERIOD, AND THAT LITTLE CANADA IS <br />HEREBY WITHDRAWING THE OFFER IT MADE TO CONTINUE <br />AT A REVISED RATE <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />The Administrator reported that the notice will be provided to Birchwood <br />early next week, and will be within the time period that results in Little <br />Canada providing billing services for two additional quarters. <br />The City Administrator reviewed the history of the Rice Street/Viking <br />Drive site that resulted from the reconfiguration of Viking Drive to <br />Minnesota Street a few years ago. He also noted that the Council had <br />delayed marketing the site until the Highway 36 /Rice Street bridge project <br />was completed. Last year RJ Marco Construction was given the right to <br />market the site, with RJ Marco indicating that their marketing efforts <br />would be directed to a small office or medical or dental user. The <br />Administrator reported that Reg Plowman of RJ Marco is trying to obtain <br />information from his broker on these marketing efforts, but has not yet <br />received that information. <br />The Administrator suggested that the City could put up a for sale sign on <br />the site and /or continue to allow RJ Marco to market the property. The <br />Administrator noted that the property likely has the highest value as a fast <br />food restaurant, noting the burger restriction on the site as a result of the <br />land trade with McDonalds at the time property was acquired for the <br />Viking Drive relocation. The Administrator also pointed out the issue of <br />image of this site versus the higher value generated by a fast food use. <br />4 <br />
