MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2026 <br />Miller agreed that they should not box someone in, although they should understand the budget. He <br />asked if the consultant would also assist in identifying additional funding options. The City <br />Administrator did not believe that funding was included in the RFP, but confirmed that Bolton & <br />Menk and staff would continue to pursue those opportunities. <br />Mayor Fischer stated that the goal was to define the community building, design it in 2026, and start <br />construction in 2027, noting that they are following that schedule. He hoped that the output would be <br />scalable, recognizing that the design may not come back within the budget. He stated that they may <br />need to adjust the needs and/or look for additional funding opportunities. <br />Miller stated that perhaps the TAC, or a similar group, could come together to review the plans <br />developed by the consultant. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-2-19 — A UTHORIZING STAFF TO ISSUE A REQUEST FOR <br />PROPOSAL FOR COMMUNITY BUILDING ARCHITECTURAL AND ENGINEERING <br />SERVICES <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (3). Nays (0). Resolution declared adopted. <br />AUTHORIZE ISSUING A REQUEST FOR PROPOSALS FOR A CLASSIFICATION AND <br />COMPENSATION STUDY <br />The Assistant City Administrator stated that the Council is asked to consider issuing a request for <br />proposals (RFPs) for a Classification and Compensation Study. She provided background information <br />on the process that was completed in 2022 and the review that was done on the City Administrator <br />position in 2025. She noted the changes that have occurred in local government and explained that the <br />City would like to complete the process again. She stated that the RFP would also include a more <br />modern, robust, and usable job evaluation system for classification. She reviewed some of the <br />intended goals. <br />Miller recognized that this process may identify items that need to be adjusted, which may be hard to <br />do mid -year, and asked if those adjustments would be done in the 2027 budget. The Assistant City <br />Administrator stated that the RFP will include implementation scenarios. She stated that in 2022, a <br />mid -year adjustment was made. <br />Mayor Fischer stated that in 2022, there were a few positions that were significantly below class, and <br />the Council chose to take action on those immediately. <br />Kwapick agreed that it would be appropriate to complete this process, noting the turnover that Little <br />Canada has with staff. He stated that he would like to ensure that the City's pay is competitive so that <br />they are able to retain good employees. <br />Kwapick introduced the following resolution and moved its adoption: <br />11 <br />
