1"V <br />CITY COUNCIL <br />FEBRUARY 25, 2026 <br />COUNCIL REPORTS AND MEETING UPDATES <br />Kwapick provided an update on the most recent meeting he attended with Mayor Fischer and Miller, <br />hosted by the Roseville School District for local leaders. He noted the significant attendance <br />disruption that was tracked at Little Canada related to immigration enforcement. <br />Gutierrez had no report. <br />Miller provided an update on recent food drive and distribution activity and stories shared by families <br />impacted by immigration enforcement. He thanked staff for the recent volunteer recognition event. <br />Malone agreed that it was a joy to participate in the recent volunteer recognition event. <br />Mayor Fischer provided an update on recent meetings he attended for the Ramsey County League of <br />Local Government, the Ramsey County Emergency Dispatch Policy Team, and the volunteer <br />appreciation event. <br />ADJOURN REGULAR COUNCIL MEETING <br />There being no further business, upon motion by Kwapick, seconded by Miller, the meeting was <br />adjourned at 9:28 p.m. <br />RECONVENE AS THE ECONOMIC DEVELOPMENT AUTHORITY <br />The meeting reconvened at 9:29 p.m. <br />ECONOMIC DEVELOPMENT AUTHORITY <br />ADOPT ECONOMIC DEVELOPMENT AUTHORITY BYLAWS <br />The Community Development Director explained the importance of bylaws and noted that this action <br />would establish bylaws for the reaffirmed EDA. He reviewed the proposed bylaws. <br />Malone introduced the following resolution and moved its adoption: <br />RESOL UTION NO. EDA-2026-2-1— ADOPTING THE BYLA WS FOR THE LITTLE <br />CANADA ECONOMIC DEVELOPMENT A UTHORITY <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />APPOINT 2026 ECONOMIC DEVELOPMENT AUTHORITY OFFICERS <br />The Community Development Director provided an overview of the Officer positions of President, <br />Vice President, Treasurer, Assistant Treasurer, Executive Director, and Secretary. He noted the <br />positions that are held by the EDA and those that would be held by staff. <br />Mayor Fischer welcomed nominations for the officer positions. <br />Motion by Miller, seconded by Kwapick, to nominate Mayor Fischer as President. <br />There were no other nominations. <br />10 <br />
