MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2026 <br />RESOLUTION NO. 2026-2-28 — DIRECTING STAFF TO ISSUE A REQUEST FOR <br />PROPOSAL FOR CITY OF LITTLE CANADA BRAND AND LOGO REFRESH <br />DESIGN SER VICES <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />APPROVE PLANS AND SPECIFICATIONS FOR SPOONER PARK PARKING LOT <br />PROJECT AND AUTHORIZE BID PROCESS <br />The Parks and Recreation Director included this project in the 2026 CIP and provided background on <br />the current parking lot and the number of stalls provided. He stated that, as proposed, the improvement <br />would provide an additional 22 parking stalls. He noted that only three trees are planned for removal, <br />and new plantings would be provided in their place. He confirmed that staff have spoken with <br />Canadian Days in order to coordinate on the project, noting that $40,000 has been contributed from the <br />organization towards the electrical work that would be needed to support their requests. He stated that <br />original estimates are coming in higher than that amount but noted that those project costs would be <br />separately tracked. He reviewed the anticipated project timeline, noting that they would like this work <br />completed well before Canadian Days, and recommended approval. <br />Mayor Fischer recognized the need for this project. <br />Kwapick stated that the current access point is unpaved, noting that vendors often park in that area, and <br />it is a primary entrance used for Canadian Days. He recognized that the area would be paved with <br />concrete barriers and asked about the plan for Canadian Days. <br />The Parks and Recreation Director explained that this would not impact any of the activities of <br />Canadian Days and commented that the trail would support the access needed by vehicles for Canadian <br />Days. <br />The City Administrator commented that those are curb stops that are removable. He confirmed that <br />the trail would be built to handle vehicle traffic. <br />Miller commented that there was a lot of discussion in the past related to the curb cut and flow of water <br />to the parking lot. He asked how the drainage would be managed. The Parks and Recreation Director <br />commented that he would follow up with that additional information. <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2026-2-29 — APPROVING PLANS AND A UTHORIZING BIDDING <br />FOR SPOONER PARK PARKING LOT EXPANSION <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (5).
