MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2026 <br />Mayor Fischer opened the public hearing for comments from the general public. <br />There were no comments from the public. Upon motion by Miller, seconded by Gutierrez, the public <br />hearing was closed. Ayes (5). Nays (0). Motion adopted. <br />Mayor Fischer commented that the Council and staff have discussed this over the past few months in <br />workshops. He recognized that the community is almost fully developed and efforts will soon shift <br />towards redevelopment. He explained how the authorities of the EDA would provide additional tools <br />for the City to utilize. He recognized that there would be additional staff time for this effort but <br />believed that the benefits would outweigh that cost. <br />Miller agreed that there would be additional commitments of staff and the Council/EDA, but also <br />recognized the benefits that would come along with this process. <br />Malone agreed that this will help Little Canada in the years to come as it becomes a city of <br />redevelopment. She believed that this would help to create a comprehensive vision for the future <br />rather than addressing things in a one-off situation. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-2-24 — AMENDING AND RESTA TING THE ENABLING <br />RESOL UTIONESTABLISHING THE ECONOMIC DEVELOPMENT A UTHORITY FOR <br />THE CITY OF LITTLE CANADA, MINNESOTA <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />CONSENT AGENDA <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-2-25 —APPROVING THE CONSENT A GENDA WHICH <br />CONTAINS THE FOLLOWING. <br />• Approval of the Vouchers <br />• Approve Reapportionment of Assessments on 20 Old County Road C <br />• Approve the Hire of Joseph Severson for Public Works Maintenance I Position <br />• Approve the Hire of Jordan Discher for Public Works Apprentice Position <br />• Award Tree Clearing Contract to Husky Construction for Little Canada Road & <br />Country Drive Project <br />• Approve MS4 Services Contract with Bolton & Menk <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5).
