MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2026 <br />CONSIDER JOINING CITIES FOR SAFE AND STABLE COMMUNITIES <br />The City Administrator explained that the Council is asked to consider joining Cities for Safe and <br />Stable Communities. He noted the previous discussion on the topic of immigration enforcement and <br />the direction provided to pursue this opportunity. He provided additional information on the <br />nonpartisan coalition, its focus, and efforts. He noted that there would be a fee, anticipated to be less <br />than $1,500, for full membership and believed that Council contingency could be used for the non - <br />budgeted expense. He believed that joining as a full member would be a cost-effective use of public <br />dollars. <br />Mayor Fischer stated that he has been contacted by many people over the past few months, begging the <br />city to do something, even if it was symbolic. He stated that he does not like do something without a <br />concrete purpose and/or meaning. He commented that it does seem that the drawdown is upon them, <br />although there is still activity ongoing. He believed that there would be value in joining this coalition <br />as they continue to identify and repair damage that resulted from these recent actions. <br />Miller agreed that the city should join as a full member. He asked if the Council would need to <br />approve actions proposed by the coalition or whether joining the coalition would mean the City agrees <br />with any actions taken. <br />The City Administrator stated that they are approving a collective voice of the coalition and noted that <br />this current contract would run through the end of the legislative session. He noted that additional <br />details will be fleshed out as the group moves forward. He stated that if this continues, they would <br />continue to review whether additional costs would provide value. <br />Miller commented that it will be important for the Council to continue to be informed as this moves <br />forward to determine if the coalition will continue to be the right fit. <br />Malone asked if the city would have a seat at the table for discussions and decisions as a full member. <br />She commented that she wants to ensure that the city does not lose its autonomy as part of this group. <br />The City Administrator stated that this action would agree to membership for the next few months, and <br />they can continue to review whether ongoing participation is desired as the organization moves <br />forward. He commented that the city would have a seat at the table in the same way as larger cities <br />would. <br />Malone asked who would take the seat. The City Administrator stated that it is his understanding that <br />the City Administrators/City Managers would take the seat but noted that there is another group for <br />Mayors. <br />Mayor Fischer stated that when the group was joined, the message was clear that the documentation <br />provided is what the organization is. He stated that there is a marketing agency that will work at the <br />request of the coalition to advocate as a collective voice. He stated that if there are ordinance updates <br />necessary, the boilerplate language could come from the collective, but the Council would still review <br />whether it is appropriate for the community. <br />Malone recognized that this organization would be the facilitator for momentum advocacy and <br />messaging. <br />r <br />
