MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2026 <br />Kwapick commented that this is a great return on investment, recognizing that this will provide access <br />to what other peer communities are doing. He stated that what the city has struggled with over the past <br />few months was figuring out where Little Canada fits within the mosaic of the Twin Cities. <br />Miller asked if there is outreach to school districts, recognizing the gap that sometimes exists between <br />cities and school districts. The City Administrator stated that he has not heard that idea but could <br />mention it. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-2-26 — JOINING THE NONPARTISAN COALITION, CITIES <br />FOR SAFE AND STABLE COMMUNITIES AS A FULL MEMBER <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />2025 QUARTER 4 FINANCIAL REPORT <br />The City Administrator presented the 2025 Quarter 4 Financial Report. <br />Mayor Fischer referenced the slide shown with maturities per year and assumed that some of those <br />maturities would be spent on a road project while others would be rolled into additional investments. <br />The City Administrator stated that there is an intricate spreadsheet with investment information and <br />confirmed that some of those investments are reinvested. <br />Miller recognized extra hiring that was done to plan for retirement and anticipated that it would level <br />out as they fill those positions. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-2-2 7 — A CCEPTING THE 2025 4TH QUARTER FINANCIAL <br />REPORT <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />LITTLE CANADA LITTER REDUCTION INITIATIVE <br />The Assistant City Administrator explained that. Council feedback is desired on the proposed litter <br />reduction initiative. She noted that the action item was included in quarter one of the Strategic Plan <br />and advised of the plan to launch the initiative during Volunteer Week in April. She presented the <br />options proposed within the initiative. <br />Miller suggested a flag that could be used to alert people to areas where the litter crew may be <br />working. He also suggested adding a time for collection after Canadian Days. He asked that elected <br />officials be alerted to the times that have been slated for clean-up, as they could join or stop by. <br />7 <br />
