COMMUNITY PRIDE
1953 - 2003
515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766-4048
www.ci.littie- canada.ma.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Greg Schroeder, Public Works Director
DATE: November 6, 2003
RE: On- Street Parking
vV[A OR
.Michael 1. Fahey
COUNCIL
Jim taValle
Matt Anderson
Rick Montour
Bill Blcsener
71WIT tIS7RATOR
Joel R. Hutson
Some of the residents living along Stark Street have requested that the no- parking zone on the east side of
Stark Street from 2602 Stark Street north to Old County Road C be removed. it is their feeling that with the
street reconstructed to the same width as the southern section, the no- parking zone is no longer needed.
This no parking zone was created back in 1986 because the street was very narrow in this area.
For your information, Stark Street is now 30 feet wide between the faces of the barrier curb on each side.
I have looked at the street from a public safety perspective considering access issues related to emergency
vehicles. The following vehicle widths are provided for your reference:
Plow Truck 11 feet (width from wing to side mirror)
Fire Truck 10 feet (width at side mirrors)
Full Size Pickup Truck 8.5 feet (width at side mirrors)
Compact Car 6.5 feet (width at side mirrors)
Utilizing the dimensions above, if vehicles are parked on both sides of the street, traffic must pass through a
restricted width of only 14 to 18 feet. That only allows about 7 to 9 feet per vehicle, if two vehicles coming
from opposite directions at the same time happen to meet. However, due to the low volume of traffic on this
street the likelihood of this occurrence is low.
The attached survey was sent to impacted property owners to determine their preference. Of the ten
impacted property owners surveyed, only 4 responded as indicated below. We will update the Council on
any additional returned surveys.
1 Yes, I support the current no- parking restriction on the east side of Stark Street from 2602
Stark Street north to the intersection of Old County Road C
3 No, I do not support parking restrictions on Stark Street.
Staff recommends that the City Council remove the no -park zone on the east side of Stark Street from
2602 Stark Street north to Old County Road C.
n: \GiegS \Streets\Stark Parking memo to CounciLdoc
