WATER/SEWER CAPITAL REPLACEMENT (pages 68 -69) <br />New Public Works Building <br />The estimated cost for site plan, grading, and utilities for the new public works building is $40,00. <br />This cost was included in the 2003 budget and has been moved to 2004. This work will not occur <br />until we determine if we are going to keep the water system given its impact on future building needs. <br />Twin Lake Water Main <br />The estimated cost to install City water main as part of the reconstruction of Twin Lake Road and <br />Twin Lake Trail. <br />Portable Flush Tank <br />We currently flush manholes with the vactor. However, we cannot achieve the needed flow to <br />perform this task. In 2003 we requested $3,000 to purchase a portable flush tank. We have not found <br />the system we need, therefore we have moved this item into the 2004 budget. <br />Radio — Booster Station <br />The existing telephone line connecting the tower to the booster station is costly and not reliable. A <br />radio transmitter system would solve our problems. However, we are looking into other less costly <br />alternatives. Therefore, this item was moved from the 2003 budget to the 2004 budget. <br />Replace Motors for Booster Station Pumps #1 and #2 <br />If the city keeps the water system, these original motors need to be replaced. <br />Water Meter Replacement Program <br />If the City keeps the water system, the estimated cost to have a contractor replace water meters that <br />have reached their useful life is $20,000 per year for the next 4 years. These old meters need to be <br />replaced because they slow down and do not record the correct water usage, thus reducing water use <br />revenues. We have delayed proceeding with this item pending a decision on the future ownership of <br />the water system. <br />Trailer Mounted 100 KW Generator (used) <br />If the City keeps the water system, a second emergency generator is needed to ensure operation of <br />our lift stations and city center during power outages. The estimated cost for a used unit is $50,000. <br />Used Easement Machine <br />The Vactor is not capable of reaching all of the sanitary sewer lines in the city as some lines follow <br />easements between properties. These lines can only be cleaned using an easement machine. An <br />easement machine is basically a large hose and reel mounted on a motorized trailer that can traverse <br />easements. This unit is connected to the Vactor via the hose mounted on the Vactor, thus extending <br />the cleaning capability length of the Vactor. We have tried to borrow easement machines from other <br />cities; however, they are using their machine when we have the staff available to use it. A new <br />easement machine costs $24,000 and a good used machine is estimated to cost $9,000. <br />7 <br />
