820. FIREWORKS. <br />820.010. SALE OF FIREWORKS. It is unlawful to sell fireworks or possess fireworks in <br />the City of Little Canada in violation of Minnesota Statutes Section 624.20 through 624.25, <br />inclusive, which are adopted by reference. "Legal fireworks" as defined in this Ordinance may be <br />manufactured, sold, or stored within the City of Little Canada after a license for manufacture, sale, or <br />storage is obtained from the City. <br />820.020, DEFINITION. For the purposes of this ordinance, "legal fireworks" is defined as <br />follows: <br />Wire or wood sparklers of not more than 100 grams of mixture per item; other sparkling <br />items which are non - explosive and non - aerial and contain 75 grams or less of chemical <br />mixture per tube or a total of 200 grams or less for multiple tubes; and snakes and glow <br />worms, smoke devices, or trick noisemakers, which include paper streamers, party poppers, <br />snappers, and drop pops, each consisting of not more than twenty -five hundredths grains of <br />explosive mixture. <br />820.030. SALE OR STORAGE OF LEGAL FIREWORKS. No person shall manufacture, <br />sell, or store legal fireworks within the City of Little Canada without obtaining a license from the <br />City as provided herein. <br />820.040. LICENSE APPLICATION. The application for the license for the manufacture, <br />sale, or storage of legal fireworks shall be made to the City at least 15 days prior to the manufacture, <br />sale or storage. <br />A. Prior to processing the application, a criminal records check must be conducted. <br />Neither the applicant nor any other person responsible for the license shall have been <br />convicted of a felony or a fire /fireworks- related misdemeanor within the three years <br />prior to the application. <br />B. Prior to processing the application, the Fire Chief shall determine that the location <br />where the legal fireworks are to be manufactured, sold or stored does not constitute a <br />hazard to property or person. <br />C. <br />The Fire Chief shall determine that the person or persons in charge of manufacturing, <br />selling or storing the legal fireworks are competent and adequately trained to handle <br />legal fireworks without creating a hazard. <br />D. The application shall include a letter from the person legally responsible for the <br />property on which the legal fireworks- related activity will occur, granting permission <br />to the use of said property. <br />820 -1 <br />2 <br />
