Honorable Chair and Planning Commission <br />June 12, 2003 <br />Page Two <br />Item 2) <br />Mr. Faraci indicates that Mr. Inman would see the granting of drainage and utility <br />easements over Lot 2 Block 2 as a taking of his property and would want to be <br />compensated for the property. The fact that the property is being subdivided gives the <br />City the right to require that drainage and utility easements be granted along all lot lines <br />as indicated in section 1006.040 of the City ordinance. <br />Grading, Drainage, and Utility Plan <br />Item 1) <br />They are indicating that the City should allow the construction of a substandard cul -de- <br />sac at the east end of Alien Avenue. As stated in our original letter the standard City cul- <br />de -sac has a 45 -foot radius. Although the City has allowed cul -de -sacs of smaller radii <br />within the City, it has typically been were the situation would be temporary. If the right - <br />of -way is not granted for the extension of Leeward Way, this cul -de -sac could very well <br />be a permanent condition and should then be constructed to the City standard. <br />Item 2) <br />A detail for the proposed curb inlet structure was enclosed with the response letter. The <br />structure detail provided could be constructed, but would result in very minimal cover <br />over the storm pipe, which would significantly increase the possibility of water freezing in <br />the pipe. Therefore, an overflow swale should be provided to accommodate runoff if the <br />pipe were to freeze.
