~l~t-Ritl~ ~ ~ASSO(IAT~S <br />Jauu hanTu <br />February 7, 2008 <br />File No. 120109E <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117-1633 <br />RE: Express Image - 2942 Rice Street <br />City of Little Canada <br />Dear Planning Commission: <br />We have received plans for the expansion of the Express Image building located at 2942 Rice <br />Street. The expansion includes a building addition of approximately 10,080 square feet, parking <br />lot improvements, minor storm sewer, and the construction of an infiltration pond. The submittal <br />documents are dated January 28, 2008 and were prepared by Anderson Engineering of <br />Minnesota and NAI Architects. Based upon our review, we have the following comments: <br />Preliminary Site Plan <br />1. Based on the total number of parking shown on the plan an additional handicap stall <br />must be provided to meet current ADA Accessibility guidelines. <br />Preliminary Grading, Drainage, & Erosion Control Plan <br />1. More detail must be provided along the west property line to ensure that the installation <br />of the curb will not cause ponding of water on the adjacent property. <br />2. The Emergency Overflow (EOF) location and elevation for the infiltration pond should be <br />designated on the plan. <br />3. Based on rough scaling of the plan it appears the disturbed area may be over 1-acre in <br />size. The developer should provide a note indicating the total disturbed area on the <br />plan. If over 1 acre is disturbed a Ramsey Washington Metro Watershed District permit <br />will be necessary along with a Minnesota Pollution Control Agency National Pollutant <br />Discharge Elimination System (NPDES) permit and a Storm Water Pollution Prevention <br />Plan (SWPPP). <br />4. An erosion control mat should be provided where the swale south of the building enters <br />the pond to prevent against erosion. <br />Drainage Calculations <br />1. No storm water calculations were provided with this submittal. Prior to final approval, <br />storm water calculations must be reviewed and approved. <br />2. Documentation will need to be provided for the determination of the infiltration rate used <br />for the infiltration pond.
