Access. The site has two curb cuts off of Rice Street. The Zoning Ordinance, <br />Section 903.050 D.8.f, states that no access shall exceed 24 feet in width. The curb cut <br />to the north is being revised and should meet this requirement or a larger access should <br />be requested and approved by the City Engineer. This access will likely serve as the <br />main access for the supermarket and a secondary access for the Bally's Total Fitness to <br />the east, thus consideration should be given to making this a three way access. <br />The northern most access includes a 35 foot wide easement for ingress and egress <br />purposes running east west across the site. The southern access is utilized by Arbys <br />and has a driveway easement over it. The proposed project will utilize this access and <br />is proposing a 30 foot easement extend east, the length of the site, connecting to the <br />Bally's fitness parking lot. <br />Circulation / Loading. Staff has some concerns with the proposed circulation <br />pattern. A turnaround needs to be provided for the handicapped parking stalls at the <br />northwest corner of the site. The 12 parking stalls directly in front of the proposed <br />supermarket should be eliminated as they will only hinder the circulation of the site. The <br />parking lot will need to be redesigned, as the parking stalls are deficient in design and <br />parking delineators will need to be added. <br />The site has provided a loading berth at the rear of the site. Truck circulation for loading <br />and unloading appears to be adequate. <br />Parking. The proposed parking stalls are two feet short of the required length. As <br />currently designed, there is no room for bumper overhang to make up for the deficiency. <br />The parking lot should be redesigned to meet the requirements. An island is to be considered 100 square feet of landscaped <br />surface, contained in raised curbed beds consistent with parking lot construction <br />requirement.
