This audit will include an Action Plan based on <br />program review to bring the City’s MS4 program into compliance with the permit. Based on this Action <br />Plan, we will prepare a scope of services for completing the MS4 Program updates identified in the self <br />audit and for providing annual MS4 Program administration for the City. Based on our understanding of <br />the initial phase, we have identified the following scope of work: <br /> <br />Task 1: Self Audit <br />· Coordinate and meet with City staff on data and document transfer. <br />· Conduct an action plan review meeting with City staff to report potential gaps in the City’s <br />current MS4 administration and discuss potential improvements and additions. <br />· Review and consolidate city records based on their Minimum Control Measure (MCM) category. <br />· Identify potential gaps in MS4 documentation and implementation. <br />· Draft and Action Plan based on the results of the self audit for each MCM. This action plan will <br />include a checklist of items to implement prior to an MPCA audit. <br />o Delivery of the action plan will include a cost estimate for Bolton & Menk to complete <br />these tasks on the City’s behalf, including general MS4 administration, SWPPP audits, <br />and MS4 SWPPP document updates for consideration. <br />Based on the scope of services described above, we propose that this task be billed at an hourly not-to- <br />exceed basis in the amount of $12,000. <br /> <br />Task 2: Routine MS4 Compliance Inspections <br />· Perform and document routine MS4 compliance inspections throughout the City <br />· Compliance inspections will generally target active construction sites <br />· MS4 inspection staff will be trained and certified <br />· For the basis of estimating services, we have assumed one full day per month for a period of <br />nine months. To reduce costs, City staff may be asked to aid in enforcement if and when <br />problematic sites are encountered. <br />Based on the scope of services described above, we propose that this task be hourly with an estimated <br />fee of $15,000.
