10 <br />Most detached accessory buildings on neighboring properties are smaller <br />than 1,000 square feet, and many are under 500 square feet. The proposed <br />structure would be larger than the principal structure on at least one <br />adjacent property. <br />Under current City Code, a detached accessory building of up to 1,500 square <br />feet may be constructed by right, subject to other applicable limitations. That <br />entitlement applies broadly within the district, although it is constrained by <br />the presence of other accessory buildings and the size of individual principal <br />buildings. <br />In this case, the applicant is requesting a Conditional Use Permit to exceed <br />that allowance. By doing so, the proposal is subject to additional review <br />related to scale and compatibility. While recent code amendments allow for <br />greater flexibility in accessory building size and materials, the proposed <br />structure would be nearly twice the size of the most comparable nearby <br />accessory building identified by staff at 2935 Edgerton Street, which <br />similarly received a Conditional Use Permit in 2001. <br />Staff Evaluation <br />Staff recommends the Commission consider the compatibility of the <br />proposed structure with neighboring properties as they exist today. The <br />proposed structure combines a height that exceeds nearby accessory <br />buildings and several nearby principal structures with a size that approaches <br />that of surrounding homes. <br />Staff note that many homes on this block are significantly below the <br />maximum height permitted for principal structures, that accessory building <br />allowances have historically been underutilized, and that the City has only <br />recently permitted the use of finished metal materials through discretionary <br />review. As redevelopment and reinvestment occur over time, structures of <br />this scale may become more common within the district. <br />Items for the Planning Commission’s Consideration: Whether the proposed <br />accessory structure, given its height, size, materials, and placement, is <br />compatible with the principal structure and surrounding properties when <br />weighed against existing neighborhood conditions and the City’s current <br />zoning framework. <br />e.A Conditional Use Permit granted under this section shall apply only to the <br />specific accessory building or structure approved and shall not authorize the
