MINUTES <br />CITY COUNCIL <br />MARCH 25, 2026 <br />AWARD CONTRACT FOR CITY BRANDING REFRESH DESIGN SERVICES <br />The Assistant City Administrator presented a request to award the contract for City branding refresh <br />design services. She reviewed background information on the city logo and branding proposal process. <br />She stated that 12 proposals were received, scored, and recommended contracting with Neuger. She <br />provided additional information on the font and topography. <br />Miller asked if the current logo was at risk of being non-ADA compliant. The Assistant City <br />Administrator provided additional information on ADA compliance and color contrasting. She stated <br />that the vendor will test color pallets to ensure compliance. <br />Malone asked if the newsletter mentioned is the one residents receive in the mail. The Assistant City <br />Administrator confirmed that is correct and noted that the current template has been passed down for <br />years and needs a refresh. She stated that she will be working closely with the vendor, and department <br />heads will also be involved in the layout of the newsletter. <br />Kwapick asked if the small LC on the logo would also change. The Assistant City Administrator was <br />unsure. She recognized that it is part of the historic logo, but it is also difficult to see. She stated that <br />the leaf, coloring, and fleur-de-lis will not be changed. She confirmed that the recognizable portions of <br />the logo will not change. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-3-44 — A UTHORIZING THE CITY ADMINISTRA TOR TO <br />EXECUTE A PROFESSIONAL SERVICES AGREEMENT FOR BRAND AND LOGO <br />REFRESH DESIGN SER VICES WITH NE UGER <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />FORMALIZE THE PERSONNEL COMMITTEE <br />The Assistant City Administrator presented a request to formalize the structure of the existing Little <br />Canada Personnel Committee. She provided background information as well as information obtained <br />from comparable cities on this topic. She reviewed the scope proposed for the committee and <br />recommended approval as presented. <br />Mayor Fischer provided additional background information on the recommendation for the mayor to <br />be an appointed member of the committee. <br />Malone agreed that the mayor would most likely want to serve on this committee because of their close <br />relationship with staff. She stated that perhaps additional language is added that would allow the <br />mayor to decline the appointment and delegate another member of the Council in their place, should <br />that be desired in the future. The City Administrator confirmed that additional language could be <br />added. Kwapick noted that typically alternates are appointed as well. <br />Miller recognized this would be included in the annual list of appointments, and if the mayor cannot <br />serve, the alternate could take their place. <br />W1 <br />
