MINUTES <br />CITY COUNCIL <br />MARCH 25, 2026 <br />Mayor Fischer stated that the job of the Personnel Committee would not be to speak as the voice of the <br />Council but to be a sounding board for recommendations. He stated that the final decision is still made <br />by the full Council. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2026-3-45 — FORMALIZING THE STRUCTURE OF THE EXISTING <br />LITTLE CANADA PERSONNEL COMMITTEE, AMENDING PART 3 TO STATE THE <br />COMMITTEE SHALL CONSIST OF TWO MEMBERS OF THE CITY COUNCIL, ONE <br />.BEING THE MAYOR OR A DELEGATE <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />ADDITIONS <br />ACCEPT COUNCIL RESIGNATION AND DECLARE A VACANCY AND REVIEW CITY <br />COUNCIL APPLICATION PROCESS <br />The City Administrator stated that Councilmember Gutierrez has submitted her resignation from the <br />City Council, effective immediately, as she has moved outside of the city limits. He recognized the <br />contributions that Gutierrez has made to the city during her time on the Council. He noted that her <br />term does not end until December 31, 2026, so a new Councilmember should be appointed to fill the <br />remainder of the term. He provided additional information on the appointment process. <br />Mayor Fischer asked if it would be practical to have interviews at the April 8th workshop, recognizing <br />the timing of City Council packets. The City Administrator stated that it would be tight, but they could <br />make that happen if desired. <br />Mayor Fischer stated that he would like to have a clean, robust process in place rather than rushing the <br />process to ensure they can fill the position in a timely manner. <br />The City Administrator stated that there is a process in place due to the last appointment process. He <br />stated that a full two -week application window should be sufficient, but a 30-day window could be <br />used if desired. Mayor Fischer commented that they could formalize the process at the April 8' <br />workshop and open a two -week application window after that meeting. <br />The City Administrator reviewed the proposed schedule under that scenario, noting that interviews <br />could be completed the week of April 27th, with an appointment to occur at the May 131h meeting. The <br />Council agreed with that timeline. <br />Miller stated that he joined the Council with Gutierrez and recognized that this was not an easy <br />decision for her. He recognized the service that she provided to the community and its residents and <br />wished her luck in the future. <br />Mayor Fischer echoed the comments of Miller and thanked Gutierrez for her service. He noted that <br />she may not have been the loudest member of the Council, but she made sure that her opinions were <br />2 <br />
