OCTOBER 1111. 199- REZONING OF ST. PAUL WATER DEPARTMENT PROPERTY obtained now or from :he County at. a later date after the Water Department transfers title of the wetland area to the County. Mr. Martian introduced the following resolution and moved its adoption: RESOLUTION NO. 97 -10 -251 — APPROVING THE PRELLVIEVARY AND FINAL PLAT OF THE ST. PAUL WATER DEPARTMENT PROPERTY AS PRESENTED SUBJECT TO COMPLL4NCE WITH THE RECOMMENDATIONS OF THE CITY PLANNER AND CITY ENGINEER AND SUBJECT TO RESOLUTION OF THE ISSUE OF TRAIL ACCESS ALONG THE WETLAND PORTION OF THE PROPERTY The foregoing resolution was duly seconded by LaValle. Ayes (5) Moreian, LaValle, Pedersen, Scaize, Moreian. Nays (0). Resolution declared adopted. Fahey opened the public hearing to consider the rezoning of the St. Paul Water Department property from General Business (B-3) to Planned Unit Development (PUD). The Planning Commission recommended in favor of the rezoning. Frank Frattalone, purchaser of the Spruce Street site owned by the Water Department, indicated that he was in favor of the rezoning to Planned Unit Development. It was pointed out that the rezoning is proposed for both the Spruce Street site and the Rice Street site owned by the Water Department. The City Planner noted that previous discussions by the City Council in considering the Comp Plan amendment indicated that PUD zoning would be appropriate. Bill Tschida, St. Paul Water Department, indicated that they had no objection to the rezoning of both sites to PUD. The Planner pointed out that a PUD zoning would open the property to uses beyond B -3. However, the City would have much more site controi based on the Land Use Plan. There was no one from the general public present wishing to comment on this matter. Upon motion by LaValle, seconded by Pedersen, the pubiic hearing was closed. Page 27
