Howard R. Green Company Feasibility Study <br />Project No. 815920J 2002 Street Reconstruction and Utility Improvements <br />Little Canada, Minnesota <br />As mentioned previously, the sanitary sewer must be realigned to allow for the <br />Garden Terrace Expansion. In addition the sanitary sewer from Little Canada <br />Road north will be replaced to eliminate the sagging. <br />E. RYAN DRIVE <br />The only means of correcting the subgrade failure being experienced on Ryan <br />Drive is to fully reconstruct the 600 -foot area. Any other action would only be a <br />temporary repair. It is proposed to remove the existing bituminous, subcut the <br />street 4 -feet, install geotextile fabric, 3 -feet of granular fill, 12- inches of recycled <br />class 5, and 4- inches of bituminous. Prior to filling the subcut, an investigation <br />for pilings should be completed at each suspected pile location to at least 3' <br />under the subcut elevation. If encountered, the piling should be removed to a <br />depth determined by a Geotechnical Engineer prior to placement of fill material. <br />VIII. EASEMENTS <br />No additional right -of -way will be required however, there may be a need for the City to <br />acquire waivers of trespass. A waiver of trespass allows entry by City personal and its <br />agents, the Contractor, and subcontractors onto private property for the purpose of <br />inspection and other construction related work. The purpose of these waivers of trespass <br />would be for grading driveways and yards to provide a smooth transition from the new <br />street grades to the existing property topography. <br />IX. PERMITS <br />The realignment and reconstruction of Market Place Drive will require the plans be <br />approved by the Minnesota Department of Transportation. Additional permits that will <br />need to be obtained include permits from the Minnesota Department of Health (MDH) for <br />the watermain improvements, Minnesota Pollution Control Agency (MPCA) for sanitary <br />sewer improvements, and a NPDES permit if more than five acres is disturbed due to <br />the reconstructions. In addition, permitting will need to be obtained from the Ramsey <br />Washington Watershed for discharge of storm water. <br />X. ESTIMATED PROJECT COSTS <br />Estimated costs for each street have been prepared and include all utility improvement <br />costs that will be associated with the street reconstruction. A detailed construction cost <br />estimate for the 2002 Street Reconstruction and Utility Improvements is shown in <br />Appendix B.
