not limited to, the permit required by the Minnesota Department of Health due to the water main extension, any necessary permits required from the Minnesota Pollution Control Agency for sanitary sewer main extension, any necessary approvals from Metropolitan Council - Wastewater Services Division for connections to sanitary sewer lines, any permit required from the Ramsey - Washington Watershed District for grading and storm water discharge, and any permits or approvals necessary to comply with wetland regulations. The Developer shall reimburse the City for any costs or expenses incurred by the City due to the need for any permits or consents, and shall be responsible for compliance with any other requirements imposed by the agencies in question. 4. Development Exhibits. The Developer shall develop the proposed plat in accordance with Exhibit "A ", attached hereto, and on file in the offices of the City; and in accordance with City Council Resolutions No. 2001 -2 -47 adopted on February 28, 2001 and No. 99 -12 -255 adopted December 15, 1999. 5. Required Improvements. The Developer shall install, at his own expense, the extension of public improvements consisting of water main, sanitary sewer main, storm sewer, concrete curb and gutter, the first lift of the bituminous roadway, signage, and lighting, with all public improvements to be completed no later than November 15, 2001. Any lighting which may become an ongoing City expense shall be coordinated with the City and Xcel Energy to minimize future operational costs with Developer to bear system installation costs to allow City to attain Xcel Energy's "Customer Owned Group V" rate. The second lift of asphalt for the bituminous roadway is to be completed by Developer no later than July 1, 2002.
