area of a garage and other accessory buildings for a single family dwelling may not <br />exceed 1,000 square feet except by conditional use permit. In addition, the ordinance <br />states that, in no instance, may the combination of a garage and an accessory building <br />for a single family dwelling exceed 1,500 square feet. <br />Compatibility. - The City has reviewed similar requests with a requirement that over- <br />sized garages be built only on parcels where the size of the lot and the surrounding <br />neighborhood result in no concerns over compatibility or crowding. The last two <br />conditional use permits (for oversized garages) that were approved by the City were <br />upon lots measuring .63 acres in size. <br />The subject site measures .57 acres (24,752 square) feet in size. While this is <br />significantly greater than the minimum 10,000 square foot area requirement imposed in <br />the R -1 district, concern exists regarding the appropriateness of such structure within a <br />single family neighborhood in which similarly sized accessory buildings do not exist. <br />It is also important to note that the proposed 1,008 square foot building essentially <br />represents a four car garage. This, in conjunction with the existing 2 car attached <br />garage, is considered excessive for a single family dwelling and would result in an <br />accessory storage allowance not in scale with other similar sized lots in the <br />neighborhood. <br />Building Use. According to the ordinance, accessory buildings within residential zoning <br />districts are required to be used only for residential storage and parking uses and no <br />business activity is permitted. <br />Building Materials. The proposed accessory building is to be finished in 8 " hardboard <br />siding. According to the ordinance, detached accessory buildings must exhibit exterior <br />finish materials similar to those of the principal building. <br />Setbacks. According to the ordinance, accessory buildings must not lie closer than 10 <br />feet to any side or rear lot line. As shown Exhibit B, the proposed accessory building <br />meets applicable setback requirements. <br />In an attempt to minimize impacts, the applicants are proposing to locate the accessory <br />building 126 feet from the rear lot line and 136 feet from the adjacent residences to the <br />east. <br />Development Alternatives. To minimize the impact of the proposed accessory building <br />construction, one of the following alternative actions are recommended. <br />1. Reduce the amount of proposed accessory storage space from 1,008 to 520 <br />square feet (to eliminate the need for a CUP) and attach the accessory building <br />to the principal building. <br />Page 4 <br />
