MINUTES <br />CITY COUNCIL <br />.NNE 27, 2001 <br />PLANNED <br />UNIT <br />DEVELOPMENT <br />PERMIT — <br />FRATTALONE <br />EXCAVATING <br />RECOMMENDATION OF THE CITY PLANNER AS OUTLINED IN HIS <br />REPORT DATED JUNE 12, 2001 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Montour, Fahey, Anderson. <br />Nays (0). Resolution declared adopted. <br />The Council reviewed the request for the posting of no parking signs on <br />Rosewood Drive along the Montgomery property. Council noted that the <br />Public Works Director had indicated that there is no public safety issue present <br />with the on- street parking. On- street parking is already restricted on <br />Rosewood for the first 25 to 50 feet at the intersection with County Road C. <br />Scaze asked if the actual parking layout for the coffee shop reflects the site <br />plan that was approved. The City Planner replied that it did. <br />It was the consensus of the Council to take no action on the request for no <br />parking at this time, given that the fence proposed by Mr. Montgomery may <br />address his privacy concerns. <br />Fahey opened the public hearing to consider the application for Planned <br />Unit Development Permit allowing construction of an industrial /office <br />complex on property in the Rice Street /Spruce Street area as requested <br />by Frank Frattalone, Frattalone Excavating. The Planning Commission <br />recommended approval of the PUD Permit subject to compliance with <br />with the recommendations of the City Engineer and City Planner, subject to <br />paving of access between the Rice Street and Spruce Street sites with blacktop <br />millings, and subject to there being right turn only onto Rice Street. <br />Frattalone reported that he has increased the size of the shop and office <br />building he is proposing to construct from what was presented to the Council at <br />the time of concept review. Frattalone indicated that the shop is proposed with <br />a 27,500 square foot footprint with an additional 3,600 square feet of second <br />floor, 1,080 square feet of third floor and the potential to add another 1,080 <br />square feet of finished space to the third floor. The office is proposed with an <br />8,750 square foot footprint and a total of 17,500 square feet. Frattalone <br />described the facade treatments for each building, indicating that a <br />combination of ribbed concrete and metal panels will be used for the shop and <br />brick or stone on the office. <br />Fahey asked about the amount of space Frattalone had at his current site. <br />Frattalone reported that his current office is 7,800 square feet while the shop is <br />12,000 square feet plus 1,400 of mezzanine space. <br />4 <br />PAGE 60 <br />
