MINUTES <br />CITY COUNCIL <br />APRIL 23, 1997 <br />developer has agreed to incorporate the property to the north in his <br />development. <br />Fahey pointed out that the City knows there are soil problems in the area <br />which will make it difficult to get a high - quality industrial development on <br />the site. The property has sat undeveloped for years, and Fahey expressed <br />concern that the only proposals which might come forth may involve pole <br />buildings. Fahey felt this was a good location for a twinhome <br />development <br />Scalze agreed that the twinhome development it the area better than <br />industrial. Scalze pointed out that the City could be looking at an <br />industrial development that would generate a lot of truck traffic. Scalze <br />suggested the twinhome development may generate more tax revenue than <br />an industrial development would. <br />Morelan stated that the issue is more than just one of tax capacity, and <br />pointed out that homeowners consume more City services than industrial <br />property does. Morelan felt the Council was assuming that the property <br />could not be developed as an industrial site, and pointed out that the <br />Council does not know the cost of soil corrections. Morel= felt that the <br />Council needed to be sure that a twinhome development is what it wants <br />to do. <br />Fahey pointed out the lack of developers approaching the City regarding <br />this site, and felt the concept being proposed this evening was a good one. <br />Mr. LaVaile introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 97 -4-87 — APPROVING THE CONCEPT <br />PLANNED UNIT DEVELOPMENT FOR TWINHOMES ON THE <br />PROPERTY IMMEDIATELY NORTH OF PIONEER .PARK AS <br />PROPOSED BY FRANK FRATTALONE, SUBJECT DO <br />COMPLIANCE WITH THE RECOMMENDATIONS OF THE <br />PLANNING COMMISSION, SUBJECT TO INCORPORATION OF <br />THE SCHROEDER PROPERTY INTO THE DEVELOPMENT,, AND <br />DIRECTING THE CITY PLANNER TO WORK WITH THE <br />DEVELOPER ON THE REDESIGN OF STREETS WITHIN THE <br />PROJECT AS WELL AS BUFFERING FROM THE NORTH <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) LaVaile, Pedersen, Fahey, Scalze. <br />Nays (I) Morelan.
