The proposed use will not tend to or actually depreciate the area in which it is <br />proposed. <br />Finding: Staff finds that redevelopment of a school use on this site is consistent <br />with the City's Comprehensive Plan and the performance standards for properties <br />in the P, Public District and should not tend to or actually depreciate the area in <br />which it is proposed. <br />5. The proposed use can be accommodated with existing public services and will not <br />overburden the City service capacity. <br />Finding: Given the fact that this site was originally designed to be used as a school, <br />staff finds that, subject to the site plan recommendations below, the proposed use <br />can be accommodated with existing public services and will not overburden the City <br />service capacity. <br />Parking and Access <br />The subject property has an existing 61 stall parking lot located along the east side of the <br />building. This parking area is non - conforming with regard to setbacks, curbing, stall size, <br />and drive aisle width. Staff recommends that a condition of approval require the applicant <br />to reconstruct the parking area in conformance with the performance standards set forth <br />in Section 903.050 of the City Code and outlined below. <br />The site's access shall be limited to 24 feet in width. <br />The site shall provide one off - street parking stall for each classroom and one <br />additional space for each 50 students. <br />All off street parking stalls shall be at least 8.5 feet wide and 20 feet in length. <br />All off - street parking areas shall have perimeter curb around the entire parking lot. <br />All off - street parking areas shall be setback a minimum of five (5) feet from any lot <br />line. <br />All drive lanes shall be at least 24 feet in width. <br />The parking area must be able to accommodate large vehicle traffic (buses, <br />emergency vehicles, etc.). <br />While these standards would satisfy the technical requirements of the zoning ordinance, <br />staff believes they could leave the site under -served for special events. Therefore, staff <br />recommends that the applicant demonstrate that the site can accommodate sufficient off - <br />street parking for special events (conferences, extracurricular activities, etc.). <br />Page 23 <br />
