Off - Street Loading <br />Changing this building use from a commercial to an educational activity will influence the <br />site's loading and drop -off needs. Therefore, staff recommends that the site provide bus <br />loading and student drop -off areas in accordance with Section 903.060. <br />Landscaping <br />There is a mass of trees in the southwestern corner of the site which prevents drivers <br />leaving the site from seeing east bound traffic on Little Canada Road. Staff recommends <br />that a condition of approval require the applicant to demonstrate adequate site lines at the <br />site's access to allow for safe and efficient traffic circulation. <br />Lighting <br />The site's existing exterior lighting is located on the west side of the building and the <br />southwest and northeast corners of the parking lot. According to Section 903.010, all <br />exterior lighting must be arranged to deflect all light away from adjoining residential zones <br />and public streets. <br />Signage <br />The applicants Planned Unit Development agreement allows one free standing and one <br />building sign. Should the City approve the rezoning, the applicant should propose new <br />signage for the site in conformance with the standards for the new zoning classification. <br />Trash Enclosure <br />Currently, the site dumpster sits out in the open adjacent to the northwest corner of the <br />building. According to Section 903.010 Subdivision 0, the applicant is required to either <br />store all trash containers inside the principal building or construct a trash enclosure which <br />screens the trash containers on all four sides and is made of the same materials as the <br />principal building. <br />SUMMARY & RECOMMENDATION <br />Given the condition of the site and the information in the City's Zoning Code and <br />Comprehensive Plan, staff finds there is evidence to support the rezoning of the subject <br />property from R -B, Residential Business District to P, Public District. Nevertheless, the <br />City Council must determine whether the P, Public District will best accomplish the City's <br />redevelopment goals for this area. Should the City Council approve the rezoning, staff is <br />prepared to recommend approval of the site plan and PUD amendment to allow a change <br />in use for the building located at 433 East Little Canada Road. This recommendation is <br />based on the findings contained in this report and subject to the following conditions: <br />Page 24 <br />
