1. The area is fenced and screened from the public right of way. <br />For Commercial Roofing, the site plan illustrates a series of five to six foot high <br />shrubs behind a chain link fence placed at the front property line. This would be an <br />eligible screening treatment, assuming that the shrubs are evergreen. In the PUD District, <br />the City has not considered fences with slats to be an eligible screening treatment, so <br />deciduous shrubs would not provide a year -round screen. Based on the type of evergreen <br />shrubs proposed, they should be spaced four to five feet apart. The Zoning Ordinance <br />requires such shrubs to be no less than three feet in height at the time of planting. <br />2. Fencing must constructed in compliance with zoning ordinance requirements (Sect. <br />903.020.F.4). A survey of the true property line will be required for submission to <br />the Building Official to verify that the fencing is placed upon the applicant's <br />property. <br />3. The storage area is to be paved, or the City Council must approve an alternative <br />material. The site plan does not indicate a proposed surfacing for the storage <br />areas. The City has approved Class V gravel in some locations. This item should <br />be clarified at the Planning Commission's meeting. <br />4. The storage area is not to take up parking required for the operation of the <br />business. All parking and circulation areas must be paved, and surrounding by <br />curbing. The City has accepted concrete curb barriers in lieu of continuous poured <br />concrete curbing where drainage on the site is handled properly. <br />The applicant has provided for up to 22 parking spaces on the site. The building <br />size is approximately 5,300 square feet. For a storage building with limited office <br />space, the site is likely to need fewer parking spaces than typical of other industrial <br />buildings. For industrial buildings comprised of office, storage, and manufacturing <br />or shop space, a parking demand of approximately 16 spaces would be expected. <br />The proposed 22 spaces exceeds this calculation. No parking is expected to be <br />located within the fenced enclosure on the west side of the building. If this area is <br />shown to be needed for additional parking, it will need to be paved and curbed. <br />The parking areas are required to be set back at least 5 feet from the property line <br />and 15 feet from the edge of the street pavement. Storage is required to be set <br />back 40 feet from the front, and 10 feet from side and rear lines. The sketch site <br />plan is not specific as to location of the property lines. These setbacks must be <br />observed to comply with the City's CUP standards. <br />Finally, the trailers may not be used for permanent storage in lieu of interior building <br />storage. The applicant has indicated that the trailers are taken each day <br />(generally) to job sites. This would comply with the standards permitting the parking <br />and storage of trailers. <br />Page 120 <br />
