CITY OF LITTLE CANADA ORDINANCE NO. AN ORDINANCE AMENDING SECTION 205.010 AND ADDING SECTION 205.205 TO THE LITTLE CANADA MUNICIPAL CODE RELATING TO THE SANITARY SEWER SYSTEM. The City Council of the City of Little Canada hereby ordains: Section 1. Section 205.010 is hereby amended as follows: 205.010. GENERAL OPERATION. The entire municipal sanitary system shall be operated as a public utility and convenience from which revenues will be derived, subject to the provisions of this section. Section 2. Section 205.205 is hereby added as follows: 205.205. SITE DEVELOPMENT STANDARDS — SEWAGE TREATMENT. 1. Public Sanitary Sewage. (a) Any buildings used for human habitation or for human occupancy, including all business buildings, unless specifically exempted by the City Council on the grounds that no human beings occupy or use such buildings and no sewage wastes are generated therein, located on property adjacent to a sewer main, or in a block through which the system extends, shall be connected to the municipal sanitary sewer system within one (1) year from the time a connection is available to any such property. (b) All buildings hereafter constructed within the City on property adjacent to a sewer main or in a block through with the system extends, shall be provided with a connection to the municipal sanitary system for the disposal of all human wastes. 2. Individual Sewage Treatment Systems. (a) The purpose of this section shall be to provide minimum standards for and regulation of individual sewage treatment systems (ISTS) and septage disposal including the proper location, design, construction, operation, maintenance and repair to protect surface water and ground water from contamination by human sewage and waterborne household and commercial waste; to protect the public's health and safety, and eliminate or prevent the development of public nuisances pursuant to the authority granted under Minnesota Statutes Chapters 115 and 145A and Minnesota Rules Chapter 7080 as amended that may pertain to sewage and wastewater treatment.
