15. Building Official shall have the exclusive initial authority to determine interpretations and <br />applications of the building code to projects within the City. Notwithstanding the foregoing, Building <br />Official shall confer with the City Administrator of City before issuing any such interpretations and <br />applications of the building code which might have an extraordinary significant effect on projects within <br />the City. Building Official shall also have the right and responsibility to issue stop work orders and <br />violations of the building code. Enforcement and prosecution of the building code requirements by way <br />of judicial action for either criminal or civil sanction shall remain the exclusive responsibility of City. <br />Building Official shall cooperate in any enforcement procedures. <br />16. Upon completion of all building inspections associated with any specific permit, Building <br />Official shall file the original inspection records along with the plans with the City. All such plans shall <br />be kept on file pursuant to State law, All such original records shall remain the exclusive property of the <br />City. <br />IL SCHEDULE OF FEES AND CHARGES <br />1. Fees and charges shall be collected by City from the applicant upon issuance of the building <br />permit. <br />2. The valuation of a permit structure for purposes shall be determined by Building Official and <br />shall be calculated by multiplying the square foot area of the proposed structure times the building <br />valuation factor as published annually by the Building Codes and Standards Division of the State of <br />Minnesota, Department of Administration. The building permit fee shall be computed using the fee <br />schedule listed in the current edition of the Uniform Building Code as adopted by the State of <br />Minnesota. Fees for plumbing permits shall be established by resolution of the City Council. <br />3. The fees and charges set forth on Exhibit "A" are exclusive of fees and charges required by <br />the State of Minnesota for electrical permits and inspections. <br />4. A reinspection fee may be assessed for each inspection or reinspection when a portion of <br />work for which inspection is called is not complete or when corrections called for are not made. This <br />item is not to be interpreted as requiring reinspection fees the first time a job is rejected for failure to <br />comply with the requirements of this code, but as controlling the practice of calling for inspections <br />before the job is ready for inspection or reinspection. Reinspection fees may be assessed when the <br />permit card is not properly posted on the work site, the approved plans are not readily available to <br />Building Official, for failure to provide access on the date for which inspection is requested, or for <br />deviating from plans requiring the approval of Building Official. The reinspection fee imposed shall be <br />payable by the permitee to City. In instances where reinspection fees have been assessed, no additional <br />inspection of the work will be performed until the required fees have been paid. <br />Page 20 <br />
