RESEARCH
TO: Little Canada Mayor and City Council' .
• FROM: • Stephen Grittman
• DATE: February 18; 2000
RE: Little Canada - Zoning'Ordinance Definitions Amendments •
•FILENO: • 758.10 -00.05
The City, has been contacted by a chemical dependency treatment organization: with •
questions regarding zoning.regulations in the Rice Street/Little Canada Road commercial
area. • The proposed use has some, characteristics of a rnedical'clinie, but is also similar
to the City's definition of rehabilitation center. Staffs interpretation is that the definition for
rehabllitation centers, although not exact, is the closest. 'this would trigger the need for
a Conditional Use Permit, particularly since'the proposed use ts in a PUD zoning district.
•
•
To better clarify the intent of the Zoning,Ordinance in•this area, the staff'is proposing that'
the City Council impose a moratorium on the establishment of medicalclinics, treatment
centers, rehabilitation centers, and slmilar.faciiities providing physical or mental health
treatment until more precise definitions can be developed.' . it is" expected that
approximately sixty days would be adequate time to research and write the definitions,
develop the proper zoning 'amendment, and bring the issue forward to the Planning
.Commission and City Council
• .5775.
