MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1999 <br />Young reported that the proposal is before the Council because of <br />the Goodyear Tire Store. That is what is driving the project. <br />Young reported that the proposal is an attempt to meet the needs of <br />the City while providing a place for Goodyear. <br />Fahey asked if traffic counts were looked at and suggested that <br />they may be higher closer to Highway 36. Fahey pointed out that <br />the market research people the City had look at the area suggested <br />that auto - related uses were more appropriate closer to freeway <br />interchanges. <br />Linn reported that he has driven the area and observed the traffic <br />patterns and volumes and it is his feeling that the area would <br />support this type of development. Linn indicated that he would be <br />trying to attract the Roseville traffic. <br />Scalze asked if Linn considered locating on the west side of the <br />street in Roseville. Linn replied that there are no available lots on <br />this side of the street, and indicated that the type of development <br />he is proposing was a better fit with the gas station/convenience <br />store on the corner of Rice Street and County Road D than it would <br />be with a Walgreen's or Hardware Hank. <br />Morelan asked if Linn considered sites on Viking Drive near the <br />Fina Station. Linn indicated that the visibility in this area was poor <br />and that his current site at Rice Street and Larpentuer had poor <br />visibility. That is why he is looking to relocate, and indicated that <br />visibility is of prime importance to him. <br />Young reported that the tire store was a destination -type business <br />that typically draws customers from a 2.5 mile radius. <br />Scalze pointed out that if the City does not try to get away from the <br />auto - related business, it never will since these types of businesses <br />seem to draw similar businesses. <br />Linn pointed out the existing auto - related businesses in the area, <br />and pointed out that his proposal will clean up the site. Linn also <br />noted that the car wash has no plans to relocate. However, his <br />proposal would replace the car wash with a new one near the back <br />of the site. Linn felt that buying out the area to re- develop it would <br />be too expensive and unrealistic. <br />Page 24 <br />
