MINUTES <br />CITY COUNCIL <br />JULY 25, 2012 <br />Waite stated that at the September 9, 2009 meeting Council Member <br />Montour asked how the City could ask a private property owner to hunt <br />their property, when the City would not allow that property owner to hunt <br />their own property. Waite felt this supported his position that St. John's <br />did not request that the cemetery property be hunted. <br />The City Administrator noted that the discussion related to other potential <br />hunt sites and Council Member Montour asked how the City could allow <br />someone else to hunt a property but not the property owners themselves. <br />Waite again indicated that statements were made that St. John's <br />approached the City to do the deer hunt on their property, and Waite's <br />position was that St. John's did not. Waite stated that when he comes <br />before the Council with questions he wants to know that the answers he <br />gets are correct. Keis stated that when he answers a question at a Council <br />meeting, he answers it to the best of his ability. Keis stated that there are <br />times when he may not remember something, and there are times when he <br />could have been mistaken, but pointed out that he tries his best. <br />Waite suggested that this matter be tabled so that the Council can watch <br />the 2009 meeting tapes and read the minutes. The Council indicated that <br />they had already done so. Montour asked what Waite's point was in this <br />discussion. Waite again indicated that he wants to know that when he <br />comes before the Council he will get the correct answer. Waite also asked <br />for an apology. Blesener stated that the Council was sorry for any <br />misunderstanding that may have occurred, and that the Council answers <br />questions and provides information to the best of their ability. Montour <br />stated that perhaps he was mistaken in comments he made in 2009, and <br />stated that if Waite was looking for an apology, he apologized. Montour <br />also pointed out that in 2009 there were members of St. John's cemetery <br />board at the Council meeting expressing support for the deer hunt on this <br />property. <br />The City Administrator then reviewed the documents which include a <br />2007 letter and application form from a property owner asking to hunt the <br />St. John's cemetery property. That permit application was also signed by <br />Father Dave from St. John's and was submitted with a letter from Jeanne <br />Messersmith, Business Manager at St. John's, in support of the permit to <br />hunt the cemetery. The Administrator reported that the City denied that <br />permit. In August of 2009 the City was considering a hunt by the MBRB <br />and representatives of the St. John's cemetery board were present at that <br />meeting in support of the hunt on the cemetery property. The City then <br />approached St. John's for permission to hunt the property south of the <br />cemetery. <br />11 <br />
