MINUTES <br />PARKS & RECREATION COMMISSION <br />JULY 19, 2012 <br />23. County Road B2 — Viking Drive to Demont - $60,000 <br />Slain suggested that Items #2 (Waterworks Trail at RR Crossing) and #4 <br />(Old Fire Hall Warming House Replacement) be switched relative to <br />priority noting the high usage of the Old Fire Hall facility. Slain also <br />pointed out that the Old Fire Hall facility is used year - round. Slain noted <br />the large investment for the railroad crossing and asked if it would <br />complete a trail connection. The Director indicated that there are trail <br />segments on both sides of the track that would be connected. Sanders <br />indicated that the completed trail would provide a connection to Rice <br />Street and eventually into Vadnais Heights when the bridge is completed. <br />The Commission discussed the difficulty of prioritizing this list without <br />knowing how much money it has to work with. Sanders felt the priority <br />listing should be based on what the Commission wants to see realizing that <br />it may be necessary to jump around a little based on what the City can <br />afford in a given year. Maida felt it was difficult to do this without <br />knowing how much money was available. Sanders pointed out that many <br />projects are street- related and are dependent on when street improvements <br />are made. However, in the case of Centerville Road given the County will <br />not improve this street anytime soon, he felt the City should move forward <br />connecting Pioneer and Spooner Parks. <br />The Director explained that the priority listing would be programmed into <br />the City's Capital Improvement Plan and would compete with other <br />capital items. <br />Sullivan pointed out that the playground equipment in Pioneer Park was <br />recently painted and is in good condition. She felt it was great to try to <br />update playground equipment, but indicated that trail improvements held a <br />higher priority for her. Trail improvements would get adults and children <br />to and from parks in a safe manner. <br />Both Slain and Maida felt Item 5 (Centerville Road /County Road D Phase <br />1) was a high priority. <br />Steinert suggested that perhaps the Commission should prioritize its top <br />ten realizing that priorities may shift in the future depending on dollars <br />available and other circumstances. Sanders felt that was a reasonable <br />approach. <br />The Commission discussed separating the parks and trail improvements <br />into two priority lists, with the Director indicating that the Council wanted <br />the lists combined and prioritizes. <br />After additional discussion on the approach to be taken, the consensus was <br />that the Commission will come back at its August meeting to finalize a top <br />5 <br />
