MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1999 <br />determine the soil conditions at the south side of the building. <br />Fischer was hopeful that with these tests, the City would be <br />agreeable to allowing required parking on the south side of the <br />building to be surfaced with recycled asphalt. <br />Kraemer asked if the 13 spaces on the south side of the building <br />could be moved closer to the building. The City Planner replied <br />that there was not room to do so. <br />Keis pointed out that it was acceptable for the Metro Cleaning <br />trucks to be parked in the front of the building, but the Preferred <br />Electric trucks would have to be parked in the storage area. <br />Fischer indicated that the Preferred Electric trucks would be <br />parked on the east side of the building in the screened storage area. <br />The Zoning Administrator recommended that this storage area be <br />required to be set back 40 feet from the property line, which would <br />be approximately 65 feet from the surface of the street. <br />Fischer pointed out that the boulevard area is approximately 25 <br />feet in this location and suggested that a 15 -foot boulevard was <br />adequate. The wider boulevard is due to the fact that the street is <br />not centered in the right -of -way and lies to the north within that <br />right -of -way. <br />The Zoning Administrator indicated that the Zoning Code does not <br />allow the public right -of -way to be used for required parking or <br />drive areas. The only option would be to change the required five - <br />foot setback to zero in this location, which would result in a 25 <br />foot landscaped area rather than 30 feet. <br />The City Planner indicated that a typical boulevard area ranges <br />from 11 to 15 feet. However, in this instance, the street was <br />constructed on the north portion of the right -of -way resulting in a <br />larger boulevard area as it abuts the Fischer property. The Planner <br />pointed out that at some point in the future, the street could be <br />reconstructed and centered within the right -of -way. <br />Fischer stated that he would like only 15 feet of boulevard area so <br />that he can get the proper parking. Fischer indicated that he would <br />have a problem maintaining a 25 -foot boulevard area. <br />Duray suggested that an option would be to lay out the parking <br />differently. <br />Page 52 <br />
