MINUTES <br />CITY COUNCIL <br />APRIL 8, 2026 <br />APPROVE PLANS AND AUTHORIZE PROJECT BIDDING FOR LITTLE CANADA ROAD <br />IMPROVEMENT PROJECT <br />The City Engineer stated that some utility work could begin in the next week in anticipation of the <br />project. He reviewed the project scope, including the final project layout and project components. He <br />reviewed the upcoming schedule and provided information on the project cost estimate and funding. <br />Mayor Fischer recognized the intent to bring three projects together under this larger scope. He asked <br />for information on the project timing and phasing approach. <br />The City Engineer stated that originally, the east roundabout had been targeted as the first project <br />element because they believed that grant funds tied to that project element had to be spent first, but that <br />is not the case. He stated that element needs to be started by June 1 St in order to be completed by the <br />end of the construction season, and with an anticipated start date of July 1 St, they will most likely begin <br />with the western roundabout instead. He stated that more information on the project and related <br />updates can be found on the project website and confirmed that it is linked on both the City and <br />County websites. <br />Kwapick asked and received confirmation that the road would remain open to businesses during <br />construction. He recognized the economies of scale that would be realized by bidding all this work <br />together and asked if there was an estimate on the savings that would be achieved by following this <br />path. The City Engineer estimated that about five percent would be saved by packaging the work <br />together in this method. <br />Miller asked how project updates and lane closures would be advertised to the public. He asked how <br />traffic would look in the winter between construction seasons. The City Engineer stated that they <br />would use multiple methods of communication for the project, noting that the main platform will be <br />the project website. He noted the open house that will be held for the project and confirmed that they <br />could use some signage with QR codes that would assist residents in signing up for updates on the <br />project. He stated that the roadway would be fully operational by the winter prior to the next <br />construction season. <br />Kwapick asked if the County Road C project would also be happening this summer. The Public Works <br />Director confirmed that the County is preparing to go out forbid for that project, and the County Road <br />C project will most likely begin before the City's project. <br />Miller asked and received confirmation that the entire project, both the 2026 and 2027 elements, would <br />be bid as one project. <br />Mayor Fischer recognized that this is a bit late for the city to be bidding a project and asked if there is <br />any concern with the timing. The City Engineer recognized that this is a little later than the City <br />typically bids, but it is a large, two-year project, so he believed it would still be very attractive to <br />bidders. <br />Kwapick introduced the following resolution and moved its adoption: <br />3 <br />
