MINUTES <br />CITY COUNCIL <br />APRIL 8, 2026 <br />RESOL UTION NO. 2026-4-50 — APPROVING FINAL CONSTR UCTION PLANS FOR <br />THE LITTLE CANADA ROAD IMPROVEMENTS PROJECT AND AUTUORIZING <br />PROJECT BIDDING <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />COOPERATIVE AGREEMENT WITH RAMSEY COUNTY FOR LITTLE CANADA ROAD <br />IMPROVEMENT PROJECT <br />The City Engineer stated that this is the Cooperative Agreement with Ramsey County related to non - <br />construction costs for the Little Canada Road project. He noted that a separate cooperative agreement <br />will come forward for construction costs and will involve the City, County, and MnDOT. It was <br />confirmed that the amounts within the agreement are included in the overall project cost. <br />Kwapick introduced the following resolution and moved its adoption: <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />BOLTON & MENK PROFESSIONAL SERVICES SCOPE UPDATE FOR LITTLE CANADA <br />ROAD PROJECT <br />The Public Works Director stated that Bolton & Menk has been doing a lot of work on this project and <br />commented that the City Engineer has managed MnDOT extremely well throughout this process. He <br />commented that this is the largest road project that the city has undertaken. He stated that they have <br />managed to keep the scope around 25 percent of the project cost, which is typical for engineering <br />costs. He noted the change in scope that occurred throughout the design process as well. He presented <br />the proposed increase from Bolton & Menk, which results in a total not -to -exceed amount of <br />$3,051,995. Mayor Fischer asked and received confirmation that this number has been included in the <br />overall project cost. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-4-52 — APPROVING THE BOL TON & MENK PROFESSIONAL <br />SER VICES SCOPE AMENDMENT TO A NOT -TO EXCEED AMO UNT OF $3, 051, 995 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />CONSIDER RESCHEDULING JUNE 23, 2026 CITY COUNCIL MEETINGS <br />The City Clerk stated that this meeting has already been rescheduled from Wednesday to Tuesday, and <br />it is now requested to move that meeting one additional day to Monday, June 22nd, to avoid conflicts <br />with additional League of Minnesota Cities conference events. <br />0 <br />
