MINUTES <br />CITY COUNCIL <br />APRIL 22, 2026 <br />Miller stated that there are options that could be reviewed, such as tying increases to the number of <br />police calls. He recognized that the cost for public safety services increases as they move forward as <br />well. The City Administrator agreed that they could revisit the discussion and survey surrounding <br />communities. He stated that while the city does not have many other licenses, there are annual <br />increases for other licenses and fees that occur annually as well. Miller acknowledged that the increase <br />does not occur automatically, and there is a public hearing to consider the increase. <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2026-4-55 — APPROVING A TWO PERCENT INCREASE FOR 2026 <br />ON -SALE INTOXICATING LIQUOR AND WINE LICENSE FEES <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (3). Nays (0). Resolution declared adopted. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-4-56 — ADOPTING ORDINANCE 933 AMENDING THE ON - <br />SALE LIQUOR LICENSE FEES IN THE FEE SCHEDULE AND APPROVE <br />PUBLICATION OF SUMMARY ORDINANCE <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (3). Nays (0). Resolution declared adopted. <br />PRESENTATIONS <br />STRATEGIC PLAN 2026 QUARTER 2 STATUS UPDATE <br />The City Administrator provided background information on the Strategic Plan and the related <br />dashboard. The Assistant City Administrator presented status information on the different initiatives, <br />including delivering dynamic community spaces, creating supportive networks, empowering high <br />performance, and providing transparent communications. <br />The City Administrator stated that staff and the Council continue to work toward key milestones while <br />completing other day-to-day work. Quarterly updates are provided to the City Council for <br />transparency. <br />Malone congratulated staff on the progress made so far. Miller acknowledged the progress that has <br />been made and commented that staff does an excellent job keeping things within the plan moving. <br />Mayor Fischer stated that he likes the quarterly updates and noted that it helps to identify if a top goal <br />is falling behind. He thanked the staff for all of their work on these items. <br />CONSENT AGENDA <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-4-57 — APPROVING THE CONSENT AGENDA WHICH <br />CONTAINS THE FOLLOWING. <br />3 <br />
