Nays (0). Resolution declared adopted. <br />STAFF REPORTS <br />APPROVE PLANS AND AUTHORIZE BIDDING FOR RICE STREET SIDEWALK <br />PROJECT <br />The City Engineer provided background information on the project. He presented information on the <br />project limits, construction plan, similarly completed project, and estimated project costs and funding. <br />Malone asked who plows the sidewalks. The City Engineer replied that the City plows those <br />sidewalks. Miller asked if the sidewalk in front of the credit union was included in this project and <br />whether the credit union contributed towards the project costs. The City Engineer stated that, as they <br />defined the need for the easement, the credit union provided the easement at no cost, and the City <br />agreed to complete the construction. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-4-58 —APPROVING THE CONSTRUCTION PLANS AND <br />AUTHORIZATION TO SOLICIT COMPETITIVE BIDS FOR THE RICE STREET <br />SIDEWALK PROJECT <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (3). Nays (0). Resolution declared adopted. <br />AWARD CLASS AND COMPENSATION STUDY CONTRACT <br />The Assistant City Administrator provided background information and provided additional <br />information on the request for proposal (RFP) process, and details on why MGT Impact Solutions, <br />LLC was recommended for approval. She noted that staff also recommends inclusion of the two <br />optional items that were within the RFP, the benefit analysis and job description updates. <br />Miller asked for information on the process of the Personnel Committee. Mayor Fischer stated that he <br />and Kwapick participated in the interview process, and while both firms could do this job, they could <br />tell that MGT and the interview group meshed well. <br />Miller asked if the policies would be reviewed to ensure the City is compliant with State laws. The <br />Assistant City Administrator confirmed that the test of Minnesota pay equity will be a part of that <br />process. Malone commented that this was a great process, and it was wonderful that they were able to <br />find a good fit. <br />11 <br />
