MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 9, 1999 <br />The Zoning Administrator reported that this property is one of the <br />few within Ryan Industrial Park that is zoned PUD. As a result, <br />Mr. Wall will not be able to screen his outdoor storage with a chain <br />link fence with slats, but must screen a with chain link fence with <br />plantings. A wood or masonry fence could also be used as <br />screening. <br />Keis asked why this property was zoned PUD. <br />The City Planner indicated that his recollection is that the <br />properties near the intersection of Country Drive and Ryan Drive <br />were rezoned PUD in order to increase the City's control over <br />these properties and provide a entrance area into Ryan Industrial <br />Park. <br />Keis asked about the large fenced storage area that exists on the <br />property. Wall reported that his building is divided into three <br />sections for three tenants. He also has a 100 foot by 130 foot <br />fenced in storage area. <br />Keis asked if Wall is in agreement with the recommendations of <br />the Zoning Administrator. Wall replied that he was. <br />Duray asked if Wall could live with the December 31, 1999 <br />deadline for making the required improvements to his property. <br />Wall pointed out that the paving will be completed within the next <br />few days. He also indicated that he has no problem with getting <br />the landscaping in and the fencing installed. However, he <br />currently does not have a tenant for one of the storage areas. Wall <br />reported that in discussing this with the Zoning Administrator, she <br />indicated that screening would not have to be installed until the <br />area is leased and being used for storage. Wall wanted to be sure <br />that was acceptable and indicated that he did not want to make <br />improvements to the property which might change depending on <br />the needs of a new tenant. <br />The Zoning Administrator pointed out that under the CUP, Mr. <br />Wall would have one year to implement the use. <br />Stanke asked why the fencing requirements for Wall would be <br />different, pointing out that he would like to see consistency along <br />Ryan Drive. <br />Page 18 <br />
