McCumber reported <br />that of all the people he talked with, only one did not sign the <br />petition. Mrs. McCumber pointed out that when the Council <br />discussed the use of the site, Council Member Scalze mentioned <br />townhomes as a potential use. <br />McCumber reported that when he developed his property, he did <br />not want to build the size building he did. He had asked the <br />Council for permission to divide the portion of the site on Edgerton <br />so that he could build a single - family residential home on that lot. <br />However, this request was denied and the Council indicated that <br />the property was suitable for commercial development. <br />McCumber indicated that if the property is rezoned, he is <br />concerned about the type of improvements which could be made to <br />the building should it become legally non - conforming. McCumber <br />indicated that it was his understanding that the building could not <br />be reroofed. <br />Knudsen pointed out that maintenance of the buildings would be <br />allowed, including new roofs. Knudsen suggested that if <br />representations were made to the neighbors that maintenance of the <br />buildings would not be allowed, this could have influenced them to <br />sign the petition. <br />McCumber indicated that he did not make such representations. <br />McCumber reported that he has put a lot of money into his <br />buildings and he does have tenants. He was concerned that if a <br />tenant moved out there would be restrictions on the type of tenant <br />that could then move in. <br />Knudsen pointed out that the adjacent uses in Vadnais Heights <br />along County Road D are residential. Knudsen pointed out that in <br />considering the use of these particular properties, the City is <br />looking toward the future. Currently this property is an island of <br />I -1. <br />Mrs. McCumber pointed out that the City zoned the property to I -1 <br />and is now proposing to rezone it. Mrs. McCumber questioned <br />how the City can do that to property owners who have developed <br />and run businesses in this location for many years. <br />Montour pointed out that the City has been mandated by the <br />Metropolitan Council to develop a Comprehensive Plan for the <br />community.
