Hanson <br />Email: cityhall @ci.little- canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: October 21, 1999 <br />RE: Little Canada Road Feasibility Study <br />Under separate cover is the feasibility report for the reconstruction of Little Canada Road from <br />Trunk Highway 49 to County Road C. Some of the key components of this report are as follows: <br />♦ The City would be responsible for the construction of this project. This would allow us <br />to hire Howard R. Green to facilitate its design and construction. Continued coordination <br />with Ramsey County would occur. By having the City responsible for this construction <br />project, we will save significant planning time given the County's process for hiring <br />engineers. <br />♦ The roadway as planned would require additional right -of -way acquisition. Key <br />properties left to deal with include the Venetian Inn, Sherman Rutzik, and Lakeside <br />Apartments. (Lakeside Apartments has indicated a willingness to grant us an easement <br />based on our discussions with them from last summer.) If a redevelopment project is not <br />forthcoming, we may want to change the roadway configuration in order to avoid <br />expensive land acquisition costs. (This could be discussed after neighborhood meetings <br />and improvement hearings.) <br />♦ Ramsey County will be responsible for right -of -way issues adjacent to Round Lake. <br />(Given our acquisition of a number of these parcels, this issue has been minimized.) <br />♦ County participation is shown in the amount of $778,531. They will also be providing us <br />with more dollars ($193,643) from the Arcade project that were agreed to be substituted <br />on this project to give them more funding flexibility. This is referenced in the attached <br />agreement. <br />♦ They are proposing to limit their share of engineering costs as referenced in provisions #8 <br />and #9 of the agreement. The City Engineer will comment on the acceptability of those <br />figures. <br />PAGE 224 <br />
