plan. The applicant is requesting that the rear yard parking area be surfaced with <br />recycled blacktop due to soil conditions in the rear yard. <br />RECOMMENDATION <br />Based on the information discussed in this report, staff recommends approval of the <br />proposed conditional use permit (CUP) application for an accessory use of exterior <br />storage of equipment and trucks and in addition, if there is permitted area in the side <br />and rear yard the approval of a principal use of exterior storage subject to the following <br />recommendations. <br />1. The applicant must define the number of trucks and the types of equipment to be <br />located in the storage area. <br />2. The equipment and materials storage areas as defined in this report and by the <br />applicant as shown on the site plan must be contained, maintained and arranged in <br />a manner as to have a well- organized and uncluttered appearance. <br />3. Junk, debris and other materials not approved, as part of this conditional use permit <br />shall not be stored in the designated storage areas. <br />4. The trucks and equipment as defined by the applicant must not be stored in the <br />required front yard (40 feet from the property line). <br />5. Principal use open and outdoor storage should be strictly limited as the <br />comprehensive plan encourages an aesthetically pleasing environment free from <br />excessive outdoor storage. <br />6. The trucks and equipment as defined by the applicant must be stored in the side or <br />rear yards and may encroach into the required side and rear yard setback, but in no <br />case shall equipment be located closer than ten (10) feet to a rear yard or side yard <br />lot line. <br />7. The outdoor storage area must be fully screened from the public right -of -way. A <br />chain link fence with slats as indicated on the site plan is an acceptable material for <br />screening purposes in this zoning district. <br />8. The applicant must apply and meet the fence (building) permit requirements as <br />established by the State Uniform Building Codes and the approval of the Building <br />Official. <br />9. The applicant must supply the Building Official with a land survey establishing true <br />boundary lines, which must be completed by a Registered Land Surveyor prior to <br />installation of the fence. <br />10.The storage area must be surfaced and maintained with asphalt, concrete, or other <br />material approved by the Council. City Staff would recommend recycled blacktop as <br />an acceptable surfacing material. <br />11.AII lighting shall be hooded and so directed that the light source shall not be visible <br />from the public right -of -way and must be in compliance with Section 903.020.1. <br />12.The required forty -six (46) parking spaces must be established. <br />13. Storage area must not take up parking space as required for conformity to the <br />zoning ordinance. <br />14.
